A VPN that still runs on Windows 7

Bebra VPN runs on Windows 7 with Service Pack 1, 32-bit or 64-bit. It’s the same Bebra.exe you’d use on Windows 10 or 11, with the same countries and settings.

Download for Windows

Windows 7 SP1 and newer · version 1.21.0

Updated

Which Windows will work

  • Windows 7 SP132-bit or 64-bit
  • Windows 7 without SP1Install update KB976932 first
  • Vista and XPNot supported
  • Moved up to 10 or 11Reinstall when the app asks you to

To check for SP1, press Win + Pause. The System window lists “Service Pack 1” next to the Windows edition.

Installing on Windows 7

  1. Download Bebra.exe

The installer downloads from Yandex Cloud. It’s one file for every version of Windows, so there’s no separate Windows 7 build to look for.

  2. Confirm it in Windows

Open the file and click Yes when User Account Control asks. Without administrator rights, the VPN can’t create its network connection.

  3. Let it add .NET Framework

Bebra VPN needs .NET Framework 4.6.1 or later. On a PC without it, the installer fetches .NET Framework 4.8 from Microsoft and installs it. Its window says this can take 10–20 minutes, and Windows may want a restart at the end.

  4. Click a country

When setup is done, Bebra VPN opens on the country grid. Click a flag or Fastest. A new account has no subscription, so Buy Bebra VPN opens first (if you’ve paid before, use its Already have a subscription? → Sign in to account). With a subscription, the VPN comes on with the first click.

Nothing left out on Windows 7

The window looks just like it does on newer systems. Countries sit in a grid with the Fastest and Random tiles above them, and the Tunnel button opens split tunneling. The app chooses the protocol for you from VLESS + REALITY, XHTTP, Hysteria2 and Shadowsocks.

If the connection starts dropping, Account → Settings → Find working server is there on Windows 7 too. The app checks the server again and, if needed, gets fresh IP addresses for it.

Subscribe to Bebra VPN

If you already pay for Bebra VPN on your phone, this PC can use the same subscription. There’s no cap on devices per account.

Try Bebra for 10 ₽

3 days of full access, then 500 ₽ per month. The subscription renews automatically.

If something gets in the way

Installing .NET Framework ended in an error

Note the code in the error box, as support may need it. You can install .NET Framework 4.8 by hand, and the same box links to Microsoft’s page for it. Then run Bebra.exe again, and if it still fails, send the code to [email protected].

The app says another VPN network is active

Another service’s VPN connection is switched on. On Windows 7 your network connections are listed under Network and Sharing Center → Change adapter settings. Disconnect the other services there, but leave outline-tap0 alone, because that’s Bebra’s own adapter. Also quit WireGuard, OpenVPN or similar apps if they’re running in the tray.

How much disk space does it need?

About 1 GB of free space on the Windows drive during setup, plus room for .NET Framework if the installer has to add it.
