Radio-Canada’s French service
ICI TOU.TV uses geolocation to decide who can watch, and titles marked Extra also need a paid subscription. Like most streaming services, it can recognise data-centre addresses and turn them away.

ICI TOU.TV won’t play a title while I’m on Canada
Look for the Extra label first. Those titles need a paid subscription, and no address changes that. Without the label, ICI TOU.TV has most likely recognised a server address.
Can I play with friends in the US over the Canada tile?
Yes, though the match will run in the US either way. Valve’s North American CS2 sites are all in the US, and so are the servers in Riot’s NA region, so a Canadian address adds nothing for games.
